The Special Committee on Development Communication and Advocacy (SCDCA) is a new special committee of the Regional Development Council (RDC) MIMAROPA tasked to be the Communication Arm of the RDC MIMAROPA.

The committee has the following functions:

  • Provide sound policy advice and technical support to the Regional Development Council in the areas of information, communication and knowledge management;
  • Develop a framework and general directions for strategic communication in support of the Regional Development Plan, 2013-2016;
  • Communicate and advocate RDC activities and conduct mass media campaign on development efforts of the RDC members;
  • Networking for awareness building with different stakeholders, e.g., private sector (PCCI, members of the media, RDC PSRs), LGUs, and other government agencies;
  • Coordination of publicity efforts between and among the local and national media;
  • Documentation of best practices and organize alternative media for communicating development efforts, e.g., development theatre-tableau, skits and plays for certain target audience in rural areas, e.g., IPs; and
  • Capacity building of SCDCA and information officers.
