Section 5.1.1 of the National Disaster Risk Reduction Management Council (NDRRMC), Department of Budget and Management (DBM), and Department of Interior and Local Government (DILG) Joint Memorandum Circular No. 2013-1 states that the LDRRMF can be used “to conduct risk management, vulnerability analysis, and other science-based technology and methodologies to enhance LGU ecological profile, sectoral studies and mainstream disaster risk reduction and management activities/ Climate Change Adaptation (CCA) in Comprehensive Land Use Program (CLUP) and Comprehensive Development Program (CDP).”

 The lack of manpower, technical knowledge and budget allocation were cited as reasons for the delays in the CLUP preparation during the RLUC meeting last August 29. The document serves as a guide to LGUs in accessing the LDRRMF for the preparation and updating of CLUPs in the MIMAROPA Region.
