RPMT monitors infrastructure and health projects in Palawan

The Regional Project Monitoring Team (RPMT) conducted a five-day field monitoring of infrastructure and health projects implemented in the province of Palawan on March 20-24, 2017.

Among the fourteen (14) projects monitored, six (6) were implemented in Puerto Princesa City, four (4) in the municipality of Aborlan, and four (4) in the municipality of Narra. The projects were implemented by Palawan State University (PSU), Department of Public Works and Highways (DPWH), National Irrigation Administration (NIA), Department of Health (DOH), Provincial Government of Palawan, and Puerto Princesa City.

The establishment of seaweed laboratory in PSU main campus; construction of Bacungan-Talaudyong Road Phase III; widening of Puerto Princesa South Road; and rehabilitation/reconstruction of Puerto Princesa North Road were the on-going projects in Puerto Princesa City. The construction of school building; reconstruction of Iraan Bridge; Ibato-Iraan small reservoir irrigation project; and the construction of Aborlan Medicare Hospital were the on-going projects in the municipality of Aborlan. The rehabilitation/repair of Malatgao River Irrigation System; and the construction of Narra Municipal Hospital were the on-going projects in the municipality of Narra.

The Princesa Urduja Barangay health Center; construction of the College of Hospitality Management and Tourism (CHMT) Annex Building in PSU Campus; and construction of Mangingisda Rural Health were the completed projects in Puerto Princesa City.

The activity was conducted to verify the on-site status of project implementation and facilitate resolution of issues that can be addressed at the ground level.

Reported issues that have caused project delays include difficulties in sourcing aggregates; longer time for DENR to issue permits to relocate/cut trees; existence of electric posts along the road widening project; failure of the contractor to use the appropriate equipment in the construction of slope protection, and difficulty in gaining access to project site.

The conduct of consultation among implementing agencies and LGUs is recommended to facilitate project implementation. The strengthening of monitoring at the local level will ensure the timely, efficient, and quality completion of projects.
