RPMT monitors infra projects in Occidental Mindoro

Limlim Communal Irrigation System – Limlim, Rizal

The Regional Project Monitoring Team (RPMT) composed of NEDA, RDC-PSR, DILG and the PMT of Occidental Mindoro conducted field monitoring of on-going DPWH and NIA projects in Occidental Mindoro on June 6-9, 2017. The following projects were monitored: a) Mindoro Island circumferential road (Abra de Ilog section); b) road upgrading crossing Mindoro west coast road (Pola) Casague – Alacaak road, Sta. Cruz 0378+562 – 0378+893, Chainage 800 – Chainage 2,800, Sta. Cruz; c) improvement/widening of national road (secondary roads) Mindoro west coast road, Sta. Cruz, Sablayan, and San Jose sections; d) Pandurucan bridge in San Jose; f) Pagbahan river irrigation system (RIS); g) Lumintao RIS; h) Limlim communal irrigation system (CIS); and i) Sto. Niño Adela CIS.

Labangan-Murtha-Iriron Road, Calintaan, San Jose

The purpose of the field visit is to verify the status of project implementation on the ground and facilitate project completion through resolution of issues that can be immediately addressed.

The team verified the reported presence of pawikan nesting within the approved alignment of the Mindoro Island circumferential road project (Abra de Ilog section). The monitoring team found that the nesting ground is beside the approved road alignment. They recommend DPWH to initiate and immediately conduct the joint technical validation on the proposed alignment requested by the LGU of Abra de Ilog and other stakeholders.

The other projects visited behind schedule were the following: Mindoro west coast road (Pola) Casague – Alacaak road in Sta. Cruz; Pinamanaan bridge in San Jose; and rehabilitation of Labangan-Murtha-Iriron road (Labangan section) in San Jose. Lack of manpower and equipment were the reported reasons of delay.

The Pandurucan bridge in San Jose was reported delayed in implementation due to traffic rerouting issues and inclement weather condition.

The delays in the implementation of NIA irrigation projects were attributed to the requests of the irrigators associations (IAs) to start the project after the harvest season. The monitoring team requested NIA to provide the RPMC the updates on the implementation and completion of irrigation projects.

The findings and recommendations on the field were reported during the third quarter RPMC meeting held on July 25, 2017. The representatives from the provincial planning and development offices of Romblon and Oriental Mindoro, DPWD, and NIA attended the meeting.
