The Regional Development Council (RDC) 4-B created the Project Development Assistance Center (PDAC) during its 52nd full council meeting held on September 4, 2015 at Puerto Princesa City, Palawan.
PDAC was created to improve the capability of local government units (LGUs), regional line agencies (RLAs) and state universities and colleges (SUCs) in preparing good project proposals. It also aims to enhance their capability on project development, improve the quality of their projects proposals, and ensure the availability of project proposals that meet the requirements of funding institutions.
Palawan Governor Jose C. Alvarez committed to support the establishment of PDAC by hosting an office in Palawan and providing financial and administrative support to the PDAC operations in the province.
PDAC will be an inter-agency unit under the RDC. National Economic and Development Authority (NEDA) Region 4-B as RDC secretariat will create and coordinate PDAC technical working groups (TWGs) to provide technical assistance on project development. NEDA Region 4-B will supervise the operations of the PDAC in cooperation with the provincial planning and development offices (PPDOs).
The PDAC shall perform the following functions:
1. Conduct trainings on preparation of project proposals;
2. Prepare samples or templates of projects proposals;
3. Advise project proponents on institutional, implementation, and financing options for proposed projects;
4. Mobilize resources for project development activities; and
5. Maintain reference materials on project development.
The launching of PDAC will be on the last week of November in Palawan. It will be replicated in other provinces subject to the concurrence of provincial governors.
