The MIMAROPA Regional Development Council (RDC) conducted its review of proposed budget for 2019 during the first quarter RDC Sectoral Committee meetings held on February 6 to 9, 2018 at the Golden Phoenix Hotel Manila, Pasay City. It was participated in by RDC sectoral committee member agencies, state universities and colleges (SUCs), private sector representatives (PSRs), and chiefs of staff of MIMAROPA congressmen.
The review was undertaken to ensure that programs, projects, and activities (PPAs) proposed by agency regional offices (AROs) and SUCs for 2019 are consistent with the MIMAROPA Regional Development Investment Program (RDIP) 2017-2022, approved by the RDC.
In his opening remarks, RDC Vice Chairperson and NEDA MIMAROPA Regional Director Atty. Raul S. Anlocotan urged everyone to strive to significantly increase MIMAROPA’s contribution to the national economy by increasing public expenditures in the region. He emphasized the need for the national government to provide bigger budget allocation for the implementation of PPAs in MIMAROPA.
Meanwhile, Regional Director Renato De Vera of the Deparment of Budget and Management (DBM) MIMAROPA presented the National Budget Call for 2019 under Natioanl Budget Memorandum No. 129. he discussed the shift from multi-year obligation-based budget to annual cash-based budget.
The RDC sectoral committees together with the chiefs of staff of MIMAROPA congressmen reviewed the 2019 budget proposals as presented by the regional directors and SUC presidents. During the four-day sector committee meetings, a total of 39 regional agencies and 6 SUCs presented their 2019 budget proposals for endorsement by the RDC MIMAROPA during the 62nd RDC Full Council meeting to be held on March 20 in Calapan City, Oriental Mindoro.
After endorsement by the RDC, the budget proposals will be presented to the respective agency central offices, DBM central office, CHED (for SUCs), and the House of Representatives. The RDC MIMAROPA is pushing for inclusion of the endorsed PPAs in the RLAs and SUCs budget for 2019.
The RDC Advisory Committee will also be convened in May to be held at the House of Representatives in Quezon City to solicit support from the eight congressmen of MIMAROPA regarding the priority projects of RLAs and SUCs.
