The usufruct agreement by and between the Provincial Government of Oriental Mindoro, represented by Governor Alfonso V. Umali, Jr. and the MIMAROPA Regional Development Council (RDC), represented by Governor Jose Ch. Alvarez of Palawan, for the establishment of the MIMAROPA Regional Government Center (RGC) in Calapan City was signed last December 6 during the 65th RDC Full Council meeting in Puerto Princesa City.
Under the agreement, the 5.11 hectare lot located in Barangay Sta. Isabel, Calapan City shall be used exclusively as site for the construction of the MIMAROPA RGC. The usufruct agreement shall apply for a period of 50 years, subject to automatic renewal without political intervention, upon prior agreement of both parties.
During the meeting, the MIMAROPA RGC Master Plan and architectural schematics were approved by the Council. The plan contains: site development; maintenance and operation; clustering of regional government offices; design of buildings and structures; boundary and topographic surveys; visual analysis; development trend analysis and assessment; accessibility analysis, code review; topographic, slope, waterways/drainage, and vegetation analyses; land use programming; site development plan; land use plan with land use distribution; location plan with vicinity; typical road sections; layout of street lighting; tree-level landscaping plan; suggested general phasing plan; and rendered site imagery.
Meanwhile, the Council also approved the following resolutions: (a) updated Regional Development Investment Program or RDIP 2017-2022 with total investment requirement amounting to ₱369.75 billion (₱248.36 billion for the infrastructure sector, ₱78.30 billion for the social sector, ₱39.85 billion for the economic sector, and ₱3.24 billion for the development administration sector); (b) fiscal year (FY) 2020 RDC budget review guidelines; (c) guidelines on the preparation of the Regional Development Report or RDR; (d) institutionalization of local government unit (LGU) income classification; (e) priority commodities for industry roadmap studies; (f) prohibition of single-use plastic bags; (g) RDC CALABARZON Resolution No. IV-A-145-2018; 8) creation of Department of Culture; (h) plantilla positions of Commission on Population, National Nutrition Council, and National Commission on Indigenous Peoples; (i) confirmation of Department of Justice-Parole and Probation Administration SDC member; (j) MIMAROPA Regional Research and Development Agenda 2018-2022; and (k) schedule of RDC meetings for 2019.
The members were also informed on the institutionalization of LGU five percent GAD budget for PPAs to prevent teenage pregnancy, updates on the clean-up drive of tourism areas (Puerto Galera in Oriental Mindoro and Coron and El Nido in Palawan), division of the Province of Palawan, report on the 2018 MIMAROPA Festival, 10th RDC private sector representative (PSR) national convention, Executive Order No. 30, RDC project review process, regional economic situationer, status of RDC endorsed projects, and project monitoring report.
The 66th RDC Full Council meeting will be held on March 1, 2019 in Occidental Mindoro.
