The Office of the President issued Memorandum Order No. 79 providing for the institutional mechanism for the monitoring of rehabilitation and recovery programs, projects, and activities (PPAs) for Yolanda affected areas. The National Economic and Development Authority (NEDA) Director General, as the Vice Chairman for rehabilitation and recovery assumed the coordination, monitoring, and evaluation function of all disaster related PPAs previously under the Presidential Assistant for Rehabilitation and Recovery (PARR).
The Yolanda affected areas are Regions 4-B, 6 and 7. These areas were tasked to undertake the monitoring of reconstruction assistance on Yolanda (RAY) implementation and to prepare an outcome monitoring report. The conduct of Yolanda monitoring and evaluation activities aimed to identify or capture Yolanda outcome data associated with outputs on livelihood assistance delivered in the affected areas, to assess how beneficiaries benefitted from the RAY interventions, and to generate outcome data for the report.
The NEDA 4-B staff conducted outcome monitoring and evaluation activities on post-Yolanda PPAs specific to livelihood cluster in Coron, Palawan. They conducted focus-group discussions and key informant interviews on June 22-26. The activity focused on measuring the benefits on employment and livelihood assistance i.e. emergency employment availed by the beneficiaries; assistance program; interventions provided to the community, among others. The household survey questionnaires were administered by hired enumerators to 230 respondents.
The outcome monitoring report recommended for the conduct of disaster risk management and mitigation activities to effectively respond to future calamities; proper planning in the provision of rehabilitation and recovery assistance; and Department of Interior and Local Government (DILG) to assume more prominent role in the sustainability of recovery programs at the local level.
