MIMAROPA RDC reviews FY 2020 agency budget proposals

In line with the Presidential Executive Order No. 325, or the Reorganization of the Regional Development Councils (RDCs), the RDC of MIMAROPA through its four sectoral committees reviewed the priority programs and projects of the agency regional offices (AROs) and state universities and colleges (SUCs) during the first quarter sectoral committee meetings held on January 29 to February 1 in Pasay City. The RDC is mandated under EO 325 to review and endorse to the national government the proposed budgets of AROs and SUCs.

In her message, NEDA MIMAROPA OIC Regional Director Susan A. Sumbeling emphasized that the budget review is undertaken to strengthen vertical linkage between national and regional/local development plans and budget. She also highlighted the role of the RDC in determining the proposed programs and projects for the region’s development. She further added that although the budget call for FY 2020 has yet to be issued, the RDC pushed for the activity in order to endorse the priority programs and projects to the agency central offices within the usual budget preparation calendar. For MIMAROPA, agency budgets for 2020 must incorporate funds for the transfer of their offices in Calapan City.

The sectoral committee consulations were presided over by PSR Kathy Lene Cielo for Development Administration Committee; PSR Rodne R. Galicha, Economic and Development Committee; Rev. Fr. Arvin Madla, Infrastructure Development Committee; and PSR Marvi Trudeau, Social Development Committee. DBM MIMAROPA Regional Director Ma. Angelita Cells and ARD Rodrigo Marquez served as resource persons and panel member during the four-day activity. Mr. Alex Calma of DBM MIMAROPA presented the important reminders for the preparation of FY 2020 budget for personnel service, maintenance and operating expenses, and capital outlay projects. The Secretaries of the sectoral committees presented the budget implementation report for 2017-2018 which covers the comparison of received budget based from GAA versus the RDC endorsed budget, share of the regional office to the national agency, as well as the budget utilization rate of the agencies.

Around forty-one (41) government agencies in MIMAROPA region presented their priority programs and projects foe 2020 to their respective sectoral committees. These include AFP, DBM, DILG, DOLE, NEDA, NAPOLCOM, PDEA, PIA, PNP, and PSA from the development administration sector; BFAR, CDA, DA, DAR, DENR, DOST, DOT, DTI, EMB, MGB, FDA, NFA, and PCA from the economic sector; DPWH, DOTr, PCG, and NIA from the the infrastructure sector; and DSWD, DOH, DEPED, TESDA, NNC, NCIP, POPCOM, NCCA, MSC, MinSCAT, OMSC, PSU, RSU, and WPU from the social development sector. The sectoral committees recommended RDC endorsement of those agency priority programs and projects which were presented by the heads of agencies.

The FY 2020 agency investment programs of AROs and SUCs shall be endorsed by the RDC MIMAROPA to their respective central offices during the RDC full council meeting on March 1, 2019 in Occidental Mindoro.
