Localizing HEI: The City College of Calapan experience

The City of Calapan today is not just known for its thriving industries in trade and commerce, but in various sectors as well. Education, for one, has been undergoing reforms and continued to receive support from the city government. Being one of its flagship programs, this social sector has been given much attention and priority by the administration with the philosophy that education serves as the key to poverty alleviation and social mobility. This is implemented by espousing different strategies to deliver these services to the public.

For some local government units (LGUs), the more practical thing to do is to resort to the establishment of local universities and colleges (LUCs). This is made possible using LGUs’fiscal, administrative and political powers ascribed to them by the 1991 Local Government Code. Just in congruence with the provisions of this code, which is basically a decentralization instrument given to LGUs, the idea of giving birth to a city college came into being as early as 2007. Here, preparations like benchmarking, consultations and meeting with the stakeholders were done. In 2008, the City College of Calapan was inaugurated and became a pioneering local college that offered bachelor’s degree courses in Education, Information Science, Tourism and Hotel and Restaurant Management.

Amidst humble beginnings, the college persistently took off with great pride as it registered a remarkable performance of 100% passing rate in its first batch of LET takers in 2012. The tradition continued in the succeeding examinations which gave the college a distinct place in the roster of top performing institutions in the filed of education not only in MIMAROPA but in the whole country as well. The school specialized in Specialize Education with the vision that its future teachers shall cater to children with special knowledge and abilities. Additional specializations in the field of education were found to be beneficial to the institution when in 2015, Mathematics and Physical Science majors also performed well in the professional examination. Another milestone was achieved when another group of students did an exemplary job of recording an 88.9% passing rate in Bachelor of Library and Information Science examination in 2018.

With these astounding accomplishments, the administration of City Mayor Arnan C. Panaligan can truly claim that it is through a leader’s political will and sincere desire where people can have chances to develop and transform themselves into productive citizens. The dedication and commitment of its faculty, despite of the tight resources it has, can already bring about significant change in the lives of its students. Today, the graduates of City College of Calapan are fielded into their respective disciplines in either public or private sector. Their testimonies attest to the fact that education can truly empower a person and that social development must come first before any development can take place.
