Consultants of the Calapan City Master Plan for Sustainable Urban Infrastructure Development (MPSUID) conducted coordination meeting with the NEDA Regional Office (NRO) in MIMAROPA, second stakeholders’ consultation/workshop on the draft situation analysis, and capacity building seminar workshop for stakeholders last May 27-30.
The activities aimed to consolidate information gathered and strengthen coordination among local agencies and stakeholders while building planning capability at the local level.
During the coordination meeting conducted on May 27, NRO MIMAROPA OIC-Regional Director Susan A. Sumbeling discussed with consultants the issues and concerns regarding the progress in the implementation of the Calapan MPSUID study. Requested information on the draft Situation Analysis Report was also discussed and the list of capacity building activities for the stakeholders and NEDA MIMAROPA personnel was identified.
The stakeholders’ consultation workshop for the draft MPSUID Situation Analysis Report, meanwhile, was conducted on May 28. It was attended by 50 participants from the local government unit of Calapan City and Provincial Government of Oriental Mindoro, national government agencies, civil society organizations, public utilities, business and professional groups, academe, and local media.
Sumbeling, in her welcome remarks, expressed her appreciation for the active participation and valuable inputs of the stakeholders in the conduct of the study. She said that the consultants have already prepared the draft situation analysis report on the current conditions of Calapan City along economic and social sustainability concerns with institutional component. She encouraged the stakeholders to review and provide additional comments and inputs to the report.
On the other hand, Calapan City Mayor Arnan C. Panaligan extended his appreciation to NEDA for the conduct of the master plan study. He added that it will serve as guide in the formulation of their local development plan as well as the provincial development plan. He also expressed his hope that after the workshop they will have a picture of the current state of infrastructure development in the City.
Presentation of findings on the Importance of Sustainable Urban Infrastructure in the Development Context of Calapan City as Regional Government Center, Social and Environment; Economics and Institution, Water Supply System; Sewerage/Septage/Wastewater System; Stormwater and Drainage System; Flood Management; Solid Waste Management System; Power and Energy System; Road and Transportation Network System and Telecommunication System and the stakeholders validation on the key issues were raised to improve the study.
Meanwhile, the Capacity Building Seminar on Emerging Trends in Regional and Local Planning: Sustainable Urban Infrastructure was held last May 29-30. It was attended by 23 participants from the NRO MIMAROPA, Provincial Government of Oriental Mindoro, and the City Government of Calapan.
The objectives of the two day seminar were to gain knowledge on the different levels of planning (national, regional, provincial, city district and area) underscoring the coverage, linkage and opportunities for complementation in the Philippine planning and development system in the context of the MPSUID, and on the blue-green infrastructure and network planning, and their application including its implementation mechanisms.
Lectures were conducted on the first day and actual site observation and investigation of Calapan River was conducted on the second day. The participants were able to present their proposal for the improvement of the river incorporating the concept of the blue-green infrastructure.
